What is a coffeeshop?

Before we go into the best coffeeshops in the Netherlands, we need to make one thing clear. A coffeeshop is the Dutch term for a weed dispensary. In some of the coffeeshops you can also drink a cup of coffee… but this is not the main business.

The coffeeshops in the Netherlands are licensed by the government. In total there are about 565 different shops divided over 102 towns. This means that in almost every city of the Netherlands you will find one or more legal weed dispensaries. Amsterdam, one of the most famous weed cities in the world, even counts more than 160 coffeeshops over the city!

In these coffeeshops you can buy a variety of cannabis strains, hash, pre-rolled joints and often several edible options. It depends per location, but many hold smoking areas in which you can relax and smoke a joint. Be aware though that smoking tobacco is not legal anymore in public indoor places since April 2020 in the Netherlands. The coffeeshops which have a smoking area often offer drinks and foods for the munchies, but it is forbidden in these places to serve alcohol.

Are coffeeshops legal in the Netherlands?

Anno 2024, the sale of weed and hash in coffeeshops is tolerated, but not completely legal. Within certain parameters, these establishments are not sanctioned but must follow several strict regulations to keep their tolerated status.

These regulations include limits such as a maximum daily allowance of 5 grams of cannabis per person, a prohibition on the sale of hard drugs, and a requirement to refuse entry to minors (the minimum age to buy weed in the Netherlands is 18 year). Furthermore, coffeeshops are as mentioned prohibited from serving alcohol, advertising cannabis or their establishment, and are limited to maintaining a stash of no more than 500 grams on-site.

However, the system is complex and somewhat paradoxical. While coffeeshops can sell cannabis within these parameters, it remains illegal to cultivate and transport marijuana. Consequently, coffeeshop owners can face legal consequences when purchasing cannabis, whether from suppliers or through cultivation. Thus, while permitted to sell cannabis under restrictions, they lack a legal means of procurement.

Are tourists allowed in coffeeshops in the Netherlands?

Tourist are allowed in some coffeeshops in the Netherlands, but there are restriction in certain municipalities. In some of these areas, local regulations have been implemented to limit or prohibit access to coffeeshops for non-Dutch visitors. With these regulations, local governments tries to keep drug tourism at a low level, however in most parts of the Netherlands tourists are also welcome to visit and buy weed in coffeeshops. In Amsterdam for example visit 23.4% of the tourists a coffeeshop on their trip.
